AFAIK there is an 3.3.6 Xserver for SiS cards. Not sure if it includes
your chipset. Then, the `normal' SVGA server also has support for
SiS.

If you can't execute the binary file, maybe you are just lacking the
executable bit. Try
        chmod +x filename
