I use, in ~/.inputrc

set bell-style visible

which makes the screen flash (both VCs and xterms) instead of beeping.
man bash gives more details. For some reason, the "main" documentation
is hidden away in info rluserman. Quite how one is meant to come up with
rluserman is beyond me.

But, for others, it seems to imply that if you have a ~/.inputrc,
you lose the effects of /etc/inputrc unless you $include it.
