I'm not sure how you parsed my suggestion above, but all it needs is: TZ=US/Eastern date ^^^^-that's the normal date command. ^^^^^^^^^^^^^_ as before, that's the timezone you want to be local. More briefly yet, TZ=EST date, if you're happy with this style of zone names.
