just replying to the CHAP/PAP remark. To my knowledge that is not true. Windows 9x for sure uses CHAP and will, if i recall correctly, fall back to PAP. There is much to be said about the windows implementation of CHAP/PAP and so on. Running windowsupdates and checking the M$ knowledgebase might surely help you out.
If you get all that rubbish you might have a problem with you modem settings. Try a lower speed connection.
