I realize it's beyond the control of LILO, but it obviously has something to do with Debian. This is the second time this has happened to me right after installing Debian.

This is just a guess, but I saw something similar yesterday after pulling a bad mouse driver from Windows. After the requisite reboot, Win95 started, then hung. After a reset, Win95 started up okay. The only thing I can figure is that Windows saw the new mouse/driver, and tried to do some configuration which created a hang situation. After the reset, Windows figured the mouse was properly configured and went on in normally.

All this to say, perhaps your Win95 is seeing a new (ext2) partition, and trying to figure out what to do about it? I'm not sure what your next step would be, but perhaps this'll give you a new idea to persue. (Like, maybe, Debian is running isapnp and reconfiguring some hardware?)
