I have a BackUPS Pro 1000 with the simple gray cable so my suggestions might not be totally applicable.. Make sure the BATTERYLEVEL, MINUTES and TIMEOUT in apcupsd.conf are set with sane values for your system. Is apcupsd being run by root and/or in a group with shutdown privs? I'm leaning towards that as the problem if everything else completes except shutting down.
