start-stop-daemon

Just how effective is the start-stop-daemon anyway? For instance, can I 
upgrade my kernel (assuming I use a prepackaged version or package my 
own with make-kpkg) or X server and not reboot?

This service only works for daemons, right? (i.e. lpd, httpd, etc).
