To do a network-install, the most common way is to download a set of boot floppies (install disks) and being the installation process. After it does some initial setup (including your network card and network settings) it will allow you to complete the installation via your Internet connection. The disk images you have to download may vary depending on your machine's hardware setup. See ftp://ftp.us.debian.org/debian/dists/Debian2.2r3/main/disks-i386/current/README.txt for some more info. The disk images themselves are available at the same location. More specifically: most likely, I think, you'll disks want the following: ftp://ftp.us.debian.org/debian/dists/Debian2.2r3/main/disks-i386/current/images-1.44/udma66 You'll do yourself no favors by skipping the READMEs.
