I'm no expert, but I am pretty sure you shouldn't ever have to do symlinks inside /dev with devfs i.e. i don't think the fix you did was the problem Your /etc/gpm.conf(?) file is probably set up to look for the old /dev/ spot, that's all. Devfs (I've found) to be good at picking up the slack there, but, apparently not this time. Your new mouse (i am pretty sure) is at /dev/input/mouse, which you knew.
