I gave this a shot, but no luck there.  So I experimented and found that
you need to do this:  

        no-default-keyring
        keyring /usr/share/keyrings/debian-keyring.gpg
        keyring pubring.gpg

These options will use the keyrings in such a way so that each is used
only once, yet imported keys will be written to the personal keyring
(i.e. the last one, assumed to be in ~/.gnupg).
