Probably no one-click solution. To convert AVI files to VCD-compliant MPEG-1 (not all such streams are equal), you can check out mjpegtools. I don't know why there's no Debian package for this, but the SourceForge site is: http://mjpeg.sourceforge.net/ Now to convert the resulting MPEG stream to the final product, you can use vcdtools or vcdimager (the package I use, available in unstable).
