I would check the catalouge on-line at www.ctan.org, under 'Graham Williams's catalogue.' I would assume a package installed version could get old pretty quickly. But, obviously it is better than nothing if you don't have constant web access. As for which Debian package has it, I would guess tetex-doc, but I am not positive.
