Well, you're not the only one to see this problem... I always though I was! I never figured out what caused it, and I haven't seen it in recent kernels (> ~2.4.9). The problem only appeared on one machine (a 650 MHz PIII Sony VAIO laptop), and was intermittent in a completely unpredictable way. I never pursued the problem on the kernel mailing list, because I never figured out a reliable way of triggering the bug, and found no symptoms except for the empty /proc/. I doubt any of this information will be of any use to you.
