Do you have a firewall or TCP wrappers setup which might be intercepting
your request?  What does /var/log/syslog or /var/log/webmin/webmin.log
say?

Btw, apart from being old, the version of webmin in woody has many
problems.  I'd advise you to upgrade to the version in testing.  It should
install cleanly on woody.
