The hope is for it to come out before the version that follows it.

Offhand, I'd suspect that it won't come out until Gnome 2.2 and KDE 3.1
are stable to the satisfaction of the Release Manager, and both are
still being held in Unstable at present. Additionally, Debian Installer
needs to be ready everywhere, and as yet, it isn't

This thread is recurrent, and has been for many years. Look in the list
