Programs will Sean> give you Japanese messages, etc. I do have Japanese X fonts installed and all setup. But Evolution doesn't use them. Actually, I don't think it even knows that it's Japanese, as it shows ascii, as opposed to little squares. Plus I haven't really figured out how to input Japanese in X generally. I don't really like any of the current input methods, but I haven't gotten around to getting the skills to write an input method more like how windows is. I think that would be a great thing for GNOME to manage, now with GNOME2 supporting i18n. Anyways, I'm rambling...
