I have used tftpd precicely once, and I had quite a few problems. I
think tftpd-hpa was the better of the two packages for the job. As
Almut has suggested, the problem is very likely to be path-related. If
you are trying to boot-install debian on another box, the net install
instructions are a bit misleading - I found that sticking the stuff in
/var/lib/tftpboot was easier than trying to change paths all over the
place.
