I am fumbling here, but /etc/hotplug.d/usb/libsane.hotplug is not too long and says around line 27 chown $3 $DEVICE && chmod $4 $DEVICE Can it be that this relates to the info taken from /etc/udev/rules.d (see above), cos if so $3 and $4 are reversed?
