Make sure gpg itself is working properly. Make sure you have a keyserver uncommented in ~/.gnuppg/gpg.conf[I don't know why this should matter either, but it is one of the things I remember fiddling with right before it started working]. I also have 'keyserver-options auto-key-retrieve' uncommented in gpg.conf(don't know whether that is relevant)
