When you do a regular 'upgrade', apt will only upgrade packages that do
not require ANY packages to be uninstalled, or new ones to be
installed. In the case of changing from Sarge to Etch that is likely to
be a good number of packages that WILL NOT be upgraded as packages are
split, renamed, depreciated and otherwise changed. This will leave you
with a somewhat mixed distro box, which is potentially troublesome. If
you do a 'dist-upgrade' it will get everything, INCLUDING new packages
and deleting obsolete and renamed packages.
