CUPS doesn't use apache, it uses cupsd. What does netstat show you? Eg: $ netstat -lnt | grep 631 tcp 0 0 127.0.0.1:631 0.0.0.0:* LISTEN Are you trying to connect to it from a different machine? By default, it only binds to the loopback address, which will make it inaccessible from outside. This can be altered in /etc/cups/cups.d/ports.conf.
