i did as you said and it worked like a charm :
i added export LC_CTYPE=he_IL.UTF-8 th ~/.bashrc and it works gr8 now.

You have to set this in your ~/.bashrc and maybe in your /etc/environment too to
make this persistent. These are all files, AFAIR.
(But don’t forget to generate the locale via „dpkg-reconfigure locale“ first.)
