No, it does not. I use "ssmtp" since 1999/03 and it has never send mail to local accounts since it can not handel local accounts. Maybe you have a localaccount with the same name as your ISP account, which mean, Messages will be send to your ISP and then you get it back with fetchmail... This is what I do with the 160 Servers I own...
