Perhaps you're thinking of the limit on open files? That would be correct - since even a 'socket' connection is a file, the default limit can be pretty severe for a server. In a 'bash' environment you would change the limit with the 'ulimit' command (see bash manual for details). I know I changed this once for a daemon but I can't remember what I had to do.
