hey, /dev is, as mentioned, created at boot time, if you're trying to run lilo from a rescue disk you'll need to use something like 'sudo mount -o bind /dev/ /path/to/mounted/disk/dev' Then chroot into /path/to/mounted/disk/ and then run lilo.
