Do you have the manpages-dev package installed?

gcc-doc is in main.  My guess would be that gcc-doc[version] is in
either contrib or non-free because it will have invariant sections.
Either add contrib and non-free to your sources list or go to
http://packages.debian.org/gcc-doc and follow the links to the version
you want, download the deb and install it with dpkg.
