If you are looking for very low cost you can be hosted on a shared server. This is achieved through sharing 1 server with maybe 100 of websites through apache's virtual domain features. Each user has a separate account and space on some Linux box. If you want a more advanced (next generation solution) take a look at Media Temple http://mediatemple.net/ or Amazon's EC2 http://aws.amazon.com/ec2/.
