This is "Windows" thinking. The "Unix" solution to your problem will
probably be somewhat different.
What *problem* are you trying to solve with your "freeze" solution?
Yes, I think the same. You need to think about your problem and then try
to find a solution. One could be assign correct rights, use SELinux..
