Ah, that's easy. The significance is this: not everyone on this list
lives in Savannah, so if she becomes friends with those people then
they'll know at least one person who's far enough away to make sending
her backups worthwhile.

Of course, it's an illustrative point. I'm not sure how your sister
would feel if everyone on the list who didn't live in Savannah sent
her backups. She'd probably feel as overburdened as the poor Guam
postal service.
