If you are running ntpd while trying ntpdate, it will fail (with the
above quoted message iirc) because ntpd is using the same port as
needed by ntpdate.  In that case you need to stop ntpd at least
momentarily to release the port while you run ntpdate, afterward you
can restart ntpd.
