This seems like a strange thing to do.
if this file doesn't exist anymore you can also specify the option
within the boot prompt:
The kernel documentation says:

Module parameters for modules that are built into the kernel image
are specified on the kernel command line with the module name plus
'.' plus parameter name, with '=' and value if appropriate, such as:
usbcore.blinkenlights=1
"
So I thought: Why not also trying this with non-builtin-modules like the
nvidia driver. And it works, at least for me :-) You can specify
"nvidia.NVreg_UseVBios=0" into your grub or lilo configuration file
where the kernel parameters have to be declared.
