I don't understand what's wrong. Do you login anonymously, or with your user account? Try installing a command line based ftp client (apt-get install ftp), then login. it would be interesting to run the command "pwd" to make sure you are in the expected folder. I've attached a typical ftp session below, in case you are not familiar with it.
