It appears that the keyboard system in X has changed. There is now something new and mysterious called evdev. To see if you have a system with evdev, type setxkbmap -print and see if evdev is mentioned. If it is, it seems that at the moment, to change the behaviour of the keyboard, you must specify things not only in etc/X11/xorg.conf, but *also* in /etc/default/console-setup. And then you must reboot! Stopping and restarting X is NOT enough. (There must be a better way though; I am going to investigate this, because obviously my "international keyboards and fonts" page needs serious updating.)
