The kernel reads/writes directly to ext3, so you'd have it that this is the linux kernel. I use 'mke2fs' for creating and 'tune2fs' for tuning my ext2/ext3 file systems :P What are people using most often for e.g.: LVM2 (or dm_crypted > LVM2?) writing? 'man -k lvm' should give you a good start, if you have lmv2 installed. Wikipedia has articles on lvm, ext3 etc and google will find you more. > under windows? don't know.
