According to what authority? The license seems to be GPL V2+ and Debian
provides the source packages for the all the binaries that are
distributed.

He probably means the scribus-ng package, which provides a snapshot of
the developmental branch for users who want to try new features as they
are being implemented. The package description explains this very
clearly its first paragraph. If he thinks that the description is not
good enough then he can file a wishlist bug against the scribus-ng
package with suggestions for improvement; cross-posting rants to Debian
and Ubuntu user lists is unlikely to change anything.
