I've used rssh to do this: http://packages.debian.org/lenny/rssh http://www.pizzashack.org/rssh/ Note, however, that setting up a chroot jail generally requires making copies of system libraries and binaries in the chroot'ed directory, so you may not want to go to the effort and clutter of setting this up in each user's home directory.
