  I am reading:

  And it says:

On Debian GNU/Linux, you can run update-inetd --enable bootps, then
/etc/init.d/inetd reload to do so.

Which package provides  /etc/init.d/inetd ? I am on a debian stable system.

 $ cat /etc/debian_version
5.0.3
