If you run the ps command again at this point, is it still running (btw, pgrep is helpful for this type of command)? Have you check the vncserver logs (I can't recall off the top of my head where they are... maybe ~/.vnc)? I assume you have network interfaces up and running. Otherwise... you got me stumped.
