By Empty, do you mean:
a) unpartitioned space
b) zero-length partition
c) partition with no filesystem (unformatted)
or
d) none of the above?

If c), you could always create the partition as Primary and *then* delete its filesystem -- that way, methinks, you could probably place it anywhere you like. Particularly with a GUI tool such as gparted.
