I can almost bet my a...lsa that it's a permissions issue. Now, why the heck would you think that a *reboot* could help -- you said yourself it was working for the root account!?!? Maybe fiddle some more with groups, or perhaps create another user from scratch to see if sound works for him ... maybe even enable "all" groups in the user's properties for the time being? In Gnome, it's under System > Administration > Users and Groups > UserName > Properties.
