Hmm. Two more ideas:
- Are you sure you are actually using bash as your shell (check in /etc/passwd) ?
- How exactly do you try to logout and login again (e.g. a `su userī will not parse .profile, while a `su - userī will).


Note on the /etc/skel/.bash_profile: Removing it will not have any effect, it will just avoid .bash_profile being created in new users' home directories if you create them.
