It's infra recorder.  I've used it before and it does burn ISOs.

I've downloaded the portable version to check it out, what is smoke.exe? It doesn't work as it complains about a missing DLL.

Umm, okay, just looked at a youtube vid -- it looks like smoke.exe animates whilst burning a disk. I have no disk to write at this time, but I'll try it out one day.

iso-burner.exe is much simpler, a single portable file.
