Yeah, nice packaging error.  The Debian maintainers went to great length
to sum up the changes in a debian/dovecot-common.NEWS.Debian file, but
did not ensure that this file gets actually installed into the
dovecot-common binary package.  Oh well.

Looking at dh_installchangelogs(1), the file should actually be named
debian/dovecot-common.NEWS, then it would have been installed as
/usr/share/doc/dovecot-common/NEWS.Debian.
