Hi Vlada,
are you using NetworkManager ? I've had similar issues and editing
/etc/NetworkManager/networkmanager.conf to manage the devices solved
this issue:
...
[ifupdown]
managed=true
...
Another "solution" is to completely remove NetworkManager and use wicd
instead.
