Both essentially say - 'You may want to take responsibility for delivering your own mail but are categorised as second-class, so we will stop you'. Whatever the faults of the postal system it does not force you to put all your deliveries in their post boxes or make a special journey to one of their offices. The spammers use the network to send (usually) unwanted mail. The spam fighters deny legitimate use of the network.
