Which installer do you mean - Testing OR Stable?

You should report the bug against the RealTek driver - not the
installer. But only if it's not a *known* problem.
It's a good idea to check the release notes and errata *before*
downloading:-

This is from the Squeeze errata:-
(http://www.debian.org/devel/debian-installer/errata)
Potential installation problems with RTL8169-based network cards
The Debian installer may be unable to use network cards based on the
RTL8169 family during the installation, which includes downloading
packages during installation through these cards. The installed system
is unaffected by the problem.
See #558316 and similar merged bugs.
This will be fixed on the next Squeeze point release (6.0.1).

I've found (with Squeeze installer/Clonezilla and other Debian based
live cds) that if a DHCP address is not picked up after a couple of
attempts - reboot and try again. Eventually you'll get an address. The
Toshiba Satellites (RTL8102E) are a common source of trouble for getting
DHCP addresses.

Cheers
