Maybe you are missing something? This is on a pretty standard LXDE
squeeze install:
$ grep image /boot/grub/grub.cfg
if background_image /usr/share/images/desktop-base/spacefun-grub.png; then
# it's obvious from the path but...
$ dpkg -S spacefun-grub.png
desktop-base: /usr/share/images/desktop-base/spacefun-grub.png
Those are backgrounds. A theme is a script as described in the reference
by Towheed Mohammed.
