As already suggested you should use the Keyboard settings gui accessible from Settings > keyboard or alternatively with the command xfce4-keyboard-settings and look at the third tab "Layout" where you can add keyboard layouts you want to use.

Then you can add a panel plugin to switch layouts quickly. It is provided by the package:

xfce4-xkb-plugin

and can be added by right clicking on the panel you want to add it to, Panel > Add New Items select the plugin called "Keyboard Layouts" you will see a flag representing the layout currently in use.
