Eqivalent does not equal identical. If they were identical there would be no point in having the two of them. None the less they are equivalent, in that if you are upgrading to a higher version of Debian, then apt-get dist-upgrade is what you use in apt-get and aptitude full-upgrade is what you use in aptitude. aptitude safe-upgrade has a different purpose.
