This is an inline PGP-signature-block. You only can get rid of in case of your mail client is understanding inline signatures. This block includes a checksum crypted with the private key of the sender so you can check, whether someone has e.g. modified the text or the text is really sent by, in this case it seems to be Phil, by the author.
